Accountability in writing
An organisation funded by grants and donations owes its funders and the public an account of what it did with that support. Annual reporting is the formal mechanism for that, and it is only meaningful if it reports honestly — including on the programmes that did not achieve what was intended.
Technical and programme reports serve a different purpose: recording detailed findings that do not fit a journal article but that another organisation attempting similar work would benefit from having.
