Building capacity that others can use
Our second founding objective commits us to establish, operate and maintain research laboratories and facilities. The word *maintain* carries a good deal of weight: equipment that is bought and then left uncalibrated, unserviced or unstaffed is a common and expensive form of failed capacity building.
We also intend our facilities to be usable beyond our own staff. Where capacity allows, laboratory access is made available to partner institutions, visiting researchers and trainees — because instrumentation standing idle helps nobody, and shared access is one of the fastest ways to raise research capability across a region.

As laboratories are commissioned, we will publish the specific facilities available, the instrumentation in each, the tests and techniques they support, and the terms of access for external researchers. We will list equipment once it is installed and operational rather than planned.
